What is the PAR program?
The CT BHP Provider Analysis and Reporting (PAR) Program by Carelon BH CT is a collaborative initiative designed to enhance provider performance for HUSKY Health behavioral health services. Utilizing Tableau dashboards, it focuses on metrics such as average length of stay and readmission rates to identify utilization differences and create quality improvement strategies. The goal is to promote access, quality, and equity in behavioral health services through data-driven discussions and provider engagement, involving various stakeholders. The program emphasizes continuous improvement in provider practices and outcomes, and explores member demographics, clinical outcomes, health equity, social drivers of health, and evidence-based treatment for substance use disorders.
Who participates in the PAR program?
The PAR Program, a CT BHP initiative, involves participation from Carelon CT BH’s Quality, Clinical, and Medical Teams along with collaboration from state agencies. Regional Network Managers (RNMs) play a significant role as tactical advisors, collaborating with providers and various departments to improve performance and outcomes. Providers participating in the program include mental health and substance use disorder treatment providers, offering services like inpatient, outpatient, intensive outpatient, partial hospitalization, and more.

Goals of the PAR program
- Assess, support, and refine provider performance through partnerships, data-driven methodologies, and targeted training.
- Review data in collaboration with providers, CT BHP leaders, and state partners.
- Convene meetings and forums to discuss performance, strategize improvements, and foster relationship building.
- Transform provider relationships to improve health outcomes and drive clinical and quality advancements.
- Promote innovation and collaboration through new program development.
Provider Performance Monitoring
Key quality metrics are tracked to evaluate providers by their level of care, comparing current performance to their historical data. They collaborate with providers to enhance the quality of care through data-driven performance improvement initiatives. Data for this analysis is primarily sourced from utilization authorizations and claims, ensuring comparisons within state and network parameters. RNMs focus on metrics that indicate clinical and quality improvement opportunities, developing and adjusting strategic plans to ensure program success.

Role of the Regional Network Managers
The RNM team is critical to the PAR program by:
- Building Partnerships: Collaborate with providers to improve health outcomes and efficiencies through relationship-building and strategic discussions.
- Leveraging Data: Assess, support, and refine provider performance using data-driven methodologies to educate providers and identify improvement opportunities.
- Cross-Department Collaboration: Review data with providers, CT BHP leaders, and state partners, working with Quality, Clinical, and Medical teams to align efforts and enhance performance.
- Provider Liaison: Act as the primary contact with the Medicaid BH provider community, fostering collaboration and driving clinical and quality advancements.
- Performance Monitoring: Convene meetings and forums to analyze and share best practices that improve care quality.
- Innovation and Improvement: Promote innovation and drive clinical improvements, supporting new program development.
- Tracking Metrics: Monitor quality metrics to guide strategic improvements and foster targeted training initiatives.
Community Engagement
Engaging a wide range of stakeholders means a well-integrated care system. These stakeholders include local advocacy organizations, housing and shelter services, the Connecticut Community for Addiction Recovery (CCAR), the National Alliance on Mental Illness (NAMI), Opioid Task Forces, Community Care Teams, and Regional Behavioral Health Action Organizations (RBHAOs). Additionally, RNMs collaborate with law enforcement, emergency medical services (EMS), and various state and local municipal agencies. Their outreach efforts also extend to faith-based groups and cross-sector entities like child welfare, juvenile justice, the Department of Housing (DOH), and the Department of Correction (DOC).
The PAR Program is an extensive community seeking to improve the behavioral health service delivery system, and achieve better health outcomes for members. By fostering collaboration, leveraging data, and promoting innovation, the program aims to enhance efficiencies and drive clinical advancements across the Connecticut HUSKY Health behavioral health landscape.
