We are committed to the belief that individuals can recover from behavioral health challenges, including mental health and substance use to be able to thrive. We also believe that children, adolescents, and families can feel secure and optimistic about achieving their future goals. A primary aim of the CT Behavioral Health Partnership (CT BHP) is to integrate recovery and the core values, principles, and language of the Wellness Recovery Action Plan (WRAP) throughout all services. CT BHP focuses on supporting recovery and resilience while enhancing access to community resources. By partnering with the Connecticut Community for Addiction Recovery (CCAR) and the National Alliance on Mental Illness (NAMI), we provide high-quality recovery publications, educational materials, and resources for providers and individuals. Our goal is to create a system that is responsive to the unique needs affecting recovery and wellness.
Regional Resources
Regional Behavioral Health Action Organization (RBHAO)
RBHAO serve as organizations that are strategic comunity partners aimed at addressing behavioral health needs across specific regions. They focus on planning, education, and advocacy related to mental health and substance use services. RBHAOs work to integrate resources and support initiatives like prevention, treatment, and recovery for both children and adults.
Services
They assess regional health needs, produce service reports, manage prevention grants, and build community capacity. RBHAOs also focus on mental health advocacy, suicide prevention, substance use recovery, and provide naloxone training and distribution.

Recovery Friendly Workplace (RFW) – Carelon Behavioral Health of Connecticut (Carelon BH CT)
We are proud to announce that Carelon BH CT has been designated as a Recovery Friendly Workplace (RFW) by the state of Connecticut. As highlighted in Governor Ned Lamont’s proclamation, this recognition reflects our commitment to tackling the opioid crisis alongside state partners—CT DMHAS, CT DCF, and CT DSS.
Carelon BH CT earned the RFW status by developing policies to support employees struggling with substance use, hiring individuals in recovery, and cultivating a recovery-supportive environment. We also broaden our approach to include mental health issues.
Adopting RFW standards reduces stigma, recognizing addiction and mental illness as treatable. These policies benefit employees, families, employers, and society by promoting workforce expansion, increasing satisfaction, reducing turnover, boosting productivity, and lowering health care costs.
